Self-certification shifts the burden to you
Under modern free trade agreements, the responsibility for declaring preferential origin falls on the exporter — not customs, not a chamber of commerce, and not a third-party certifier.
This means you must be able to prove, at any time during the retention period, that your origin claim was accurate when it was made. Post-clearance audits can occur years after a shipment was cleared.
For most businesses, the evidence is fragmented: spreadsheets, emails, supplier declarations filed in different systems or not filed at all. When an audit arrives, the cost of reconstructing this trail is significant — and the penalties for failure are real.
